Body-Worn Camera Program

Body worn cameras are now in use by Customer Protection Officers, Revenue Protection Officers, and Station Safety Ambassadors across the GO Transit and UP Express network.

Body worn cameras are small devices worn on an officer’s uniform that record audio and video during interactions. These tools support safety, provide an accurate record of events, and help promote fairness, transparency, and accountability across the system.

The program implementation follows staff training and public consultation. Feedback showed strong support for cameras to improve safety and transparency, along with important questions about how privacy would be protected.

When cameras are used

Body worn cameras are only activated in specific situations, such as:

  • Safety related incidents
  • Investigations
  • Instances where valid proof of payment is not provided in a fare paid zone

Officers will inform customers when recording begins, whenever possible. Cameras also make recording visible through a flashing red light and an audible beep when they are turned on. All staff using cameras are trained on how and when recording is permitted.

Privacy & security

Protecting privacy is a core part of the program. Clear rules and strong safeguards are in place to ensure personal information is handled appropriately.

Key privacy measures include:

  • Strict limits on when cameras can be activated
  • Notification to customers when recording begins
  • Visible and audible indicators when cameras are in use
  • Secure storage of recordings in a controlled system
  • Strict access controls so only authorized personnel can view footage
  • Defined retention periods for recorded footage
  • Use of recordings only for specific, authorized purposes

The program follows Ontario’s privacy laws, including the Freedom of Information and Protection of Privacy Act (FIPPA). It includes clear policies, oversight, and processes to review and address any misuse.

Metrolinx has established clear policies to guide how body worn cameras are used, how footage is handled, and how privacy is protected. These policies were developed with input from privacy experts and align with applicable legislation.
