Building Near Metrolinx - Guidelines and Permits
If you are a utility company, municipality, contractor, developer, private property owner or any other entity, and are planning to undertake any work involving, but not limited to, excavating, performing maintenance, making additions/upgrades/alterations to existing plant, installing new plant, directional boring and/or drilling, road reconstruction or resurfacing, within the municipal road rights-of-way of the Metrolinx Light Rail Transit (LRT) or Priority Transit Project (Subways) you will require specific approvals and permits from Metrolinx before construction can begin.
Consistent with the established Public Utility Coordination Committee (PUCC) requirements, Metrolinx must review all third-party submissions within the established project review zones for the purposes of confirming an “Absence of Conflict” with any Metrolinx existing and planned infrastructure as well as ongoing Metrolinx project works.
Operational Light Rail Transit Projects (Eglinton Crosstown & Finch West LRT)
For any proposed work within the operational LRT review zone, also known as the Municipal Consent Review and Roadway Coordination Zone within the Metrolinx’s interactive mapping tool: https://maps.metrolinx.com/Third_Party_Coordination_Permitting/, applicants must submit their requests for review to ensure there’s no adverse impact to LRT operations, maintenance, and asset integrity:
To initiate Metrolinx’s review process, at a minimum, applicants must submit the following documents to MCReviews@metrolinx.com:
- Utility & Roadway Work LRT Permit Application Form Rev.00;
- Technical plans, drawings, and/or surveys (PDF and CAD). If drawings are not available, the applicant must submit a proper concept (i.e. using Google image or other real time image) showing the exact location and scope of work; and
- Traffic control plans as per the Ontario Traffic Manual (OTM) – Book 7 (inclusive of staging and laydown areas).
Once the complete package is received, Metrolinx will issue an acknowledgment email stating that the review process has begun. Kindly note that incomplete submissions will be returned to the Applicant and will not trigger the start of the Metrolinx review process.
For Emergency Work within the operational LRT zones, refer to our guidelines below.
