Red Zone Green Zone

Overview

As we grow and change our network, we also need to evolve our practices. While we maintain and enhance our operations, Metrolinx needs to ensure that construction, engineering and maintenance can happen on the rail corridor — safely.

As part of that commitment to improve the safe planning and delivery of work in the rail corridor, we are implementing the Red Zone Green  Zone (RZGZ) program across our network. The program provides more controlled access to the rail corridor for working, to enable safer conditions for workers, commuters and communities.

Open Line or Red Zone working is when the railway is open for the passage of trains while work is being performed. This was the most common method used to perform work on the GO and UP network, but it’s no longer suitable due to increased service and less opportunities to work between train movements on Metrolinx corridors.

The prohibition of open line working will lead Canadian railway work practices and establish a best-in-class mechanism to maintain safety and productivity.

Effective September 2, 2025, Open Line or Red Zone working was prohibited on all corridors within Metrolinx territory. An exemption process exists where Green Zone working is impossible.
