Red Zone Green Zone - Prohibition of Open Line Working

Overview

As we grow and change our network, we also need to evolve our practices. While we maintain and enhance our operations, Metrolinx must ensure that construction, engineering, and maintenance can happen on the rail corridor — safely.

As part of our commitment to improve the safe planning and delivery of work in the rail corridor, we have implemented the Red Zone / Green Zone (RZGZ) program across our network. The program provides more controlled access to the rail corridor to enable safer conditions for workers, commuters, and communities.

Open Line or Red Zone working is when the railway is open for the passage of trains while work is being performed. This was the most common method used to perform work on the GO and UP network, but it’s no longer suitable due to increased service and fewer opportunities to work between train movements on Metrolinx corridors.

The prohibition of Open Line working sets Canadian railway work practices and establishes a best-in-class mechanism to maintain safety and productivity.

Effective September 2, 2025, Open Line or Red Zone working is prohibited on all corridors within Metrolinx territory. An exemption process exists when Green Zone working is impossible.
