New rail underpass coming to Scarborough community

Finch Avenue East underpass will create a safer, faster GO train commute

Major construction is underway on a new rail-over-road underpass on Finch Avenue East, between Milliken Boulevard and Midland Avenue, in Scarborough.

Also known as a grade separation, the new underpass along the Stouffville GO Line will replace the existing at-grade rail crossing. It will allow drivers, pedestrians and cyclists to travel underneath the new rail bridge, eliminating the need for traffic to stop every time a train crosses the intersection. This improves safety and traffic flow for everyone, reduces congestion and supports more frequent GO train service.

A similar grade separation project was recently completed nearby along Steeles Avenue East.

How we’re building it 

The first stage of work began in 2024, when crews built noise walls, relocated essential utilities, and cleared the construction site to make room for the heavy machinery.

Today, we’re in the process of installing new water and drainage systems and drilling more than 900 concrete caissons. Each caisson reaches a depth of about 20 metres — roughly the height of a six storey building — creating a foundation for a future underpass and retaining walls.‑storey building

The most noticeable changes for commuters will begin before the end of 2026 , when traffic on Finch Avenue East shifts to a temporary detour road, which will keep vehicles moving safely while crews work nearby. GO trains will also move to a temporary track, clearing the way for construction of the permanent rail bridge.

The project will then move to its most complex phase, when we excavate about 90,000 cubic metres of soil — enough to fill 70 NHL hockey rinks — to create the new underpass. Lastly, the final touches: a new bridge, a redesigned roadway, wider sidewalks, greener boulevards and refreshed streetscaping.

What to expect during construction

During major construction, one lane in each direction on Finch Avenue East will remain open, except during short-term major track diversions.  This short term work will require temporary full road closure, which will be limited in duration and communicated well in advance. Pedestrian access will also be maintained, with sidewalks shifting between sides of the road interchangeably as work progresses. Transit operations and emergency access will be maintained, with detours implemented during full roadway closures.

Details and schedules for upcoming closures will be shared on the Metrolinx website as they become available.

Finch Avenue East underpass is part of the GO Expansion program, which is bringing more frequent, two-way, all-day GO rail service on the Stouffville Line.
