Bowmanville Extension Environmental Project Report (EPR) Addendum
Bowmanville Extension EPR Addendum Public Information Centre and Virtual Open House
Since completion of the Environmental Project Report (EPR) in 2011, Metrolinx has advanced the design of the Bowmanville Rail Service Extension project – including changes to the proposed layover facility and potential GO station locations, track alignment, the addition of new bridges, bridge replacements and bridge expansions to accommodate the proposed new tracks. Due to the time elapsed since the initial EPR as well as the significant changes mentioned, an Addendum to the EPR is required and is almost ready for review and comment.
There will be a Virtual Public Information Centre open from June 8 to June 21, 2023, to present and seek feedback on the results of the technical studies, including potential impacts and proposed mitigation measures. Please submit any comments or feedback on the materials during this period.
There will also be a live Virtual Open House on Wednesday, June 14, 2023 from 6:30-8:00pm during which the project team will be on hand to answer questions about the project, submitted in advance or during the event via Slido.
The team reads and considers all comments received, which are then documented in the EPR Addendum.

Metrolinx to introduce train service to Bowmanville
Durham Region is growing and thriving more every day – new housing developments, businesses, and amenities offer exciting opportunities for this vibrant community to live, work and play. Now more than ever, Durham residents have more choices to do what they want to do, when they want to do it. As the region expands and the population increases, it’s vital that transit adapts to the needs of the community and offers them more freedom to travel in and out of Durham when they want.
Project overview
Metrolinx is committed to delivering rail service to communities beyond Oshawa as quickly as we can, and to do so with an all-day service.
Metrolinx has advanced the future service plan for Bowmanville through the Preliminary Design Business Case (PDBC). Once required infrastructure is complete, customers will benefit from express peak service every half an hour operating between Union Station and Pickering GO Station, making all stops between Pickering and Bowmanville.
In the off-peak, GO trains will travel hourly making all stops between Bowmanville and Union Station. Weekend service will be every two hours making all stops between Bowmanville and Union Station.
The expanded service will reduce commuters in-vehicle travel time an average of 15 minutes from Bowmanville to Union Station.

Procurement for Bowmanville Extension underway
Metrolinx has started the procurement process to find a construction partner for the required rail infrastructure for the Bowmanville Extension project.
The procurement process to identify a construction manager kicked off with a Request for Proposals (RFP) released in April 2022.
Transit oriented communities
Under the PDBC, all stations along the Bowmanville Extension (Thornton’s Corners East, Ritson Road, Courtice, and Bowmanville) will be pursued through Metrolinx and the Province’s Transit Oriented Communities (TOC) program.
Benefits to the community
Expanded rail service will provide Durham Region with more direct connections to the larger GO Transit network, helping to reduce congestion in the Greater Golden Horseshoe while connecting people to education and job opportunities.
