Note on Evaluated Procurements:
Evaluated Procurements involve determining which Proponent
has the best combination of technical capability, (experience,
qualifications and eventually approach, methodology, strategy),
quality of goods or services, and price. This is done through
evaluating and scoring a Submission on technical, historical,
and/or quality aspects (which may be in addition to mandatory
requirements), then (potentially) evaluating price Using the
scoring matrix in the tender document. Selection is then made
through determining which Proponent has the best combination of
price and technical capability / quality, typically by adding
the two (2) scores. Evaluated Procurements include Request for
Service (RFS), Request to Qualify and Quote (RQQ), Request for
Proposal (RFP), Pre-Qualification (SQ), and Qualification Based
Selection (QBS) (no price evaluation). Proponents who are shown
with no pricing information have not met the minimum required
scoring threshold in the technical, historical, and/or quality
aspects of their proposal to proceed to the pricing phase.
Note on Price Based Procurements:
For price based procurement processes, (Public Tender (PT &
PTC), Invitational Tender (IT & ITC), the Proponents name and
the total Submission price, will be published unverified as
submitted by the proponent. Option prices are not revealed
except for Options that are part of the total contract price
(such as optional years);
