New stations

Sixty-four GO Rail stations currently serve thousands of customers daily throughout the Greater Toronto and Hamilton Area. With work already underway to build a connected transit network that supports more frequent, electrified service, Metrolinx is looking at a number of locations for potential new stations. We know that access to stations, along with frequency of service, are key factors in convincing pedestrians, cyclists, transit users and drivers to optimize the expanded GO rail service. Our goal is to have stations that are important hubs for daily activities, not simply arrival and departure points.

A number of locations have been considered as part of the plan to enhance the regional transit network. These locations were the result of a system-wide analysis and included locations which are part of existing municipal and public plans. We developed a clear process and methodology for assessing all locations, as new stations have potential positive and negative impacts that need to be considered. For example, while well-located stations can help to integrate regional and local transit and improve access to transit for surrounding communities, adding too many new stations in any corridor could increase travel times and delays that in turn discourage ridership. Our process and methodology for evaluating new stations recognizes the need to balance service frequency, expansion and cost with local benefits.

On June 28, 2016, the Metrolinx Board approved 12 new stations across the GO Transit Network. Six of those stations are new SmartTrack stations on the Stouffville/Lakeshore East and Kitchener GO Corridors, and the remaining six are new Regional Express Rail (RER) Stations on the Barrie, Lakeshore East, and Lakeshore West GO Corridors in the GTHA.

Recommendations

New Station Evaluation Process and Methodology

Stage 1 - Identified an initial list 120+ sites using key site and network considerations.
Stage 2 - Focusing analysis: Analyzed site factors, service considerations and historical requests, to scope list to 50+ sites.
Stage 3 - Evaluating: Analyzed strategic, economic, technical/operational and cost/revenue considerations of 50+ sites.
Stage 4 - Municipal and Public Engagement: Consultation, feedback and review of 50+ sites.
Stage 5 - Refining the list: Following public engagement, scoped sites for further analysis.
Stage 6 - Further Analysis: A more detailed business case analysis on shortlisted sites to inform recommendations.

50+ List of Locations Evaluated (by corridor)

In order to focus the list of 120+ sites to 50+, a review based on strategic and technical feasibility criteria was done and a score was given to each potential location. Further, all sites on the 120+ list that were identified as candidates in public documents (e.g. municipal plans, SmartTrack) or previous projects, but not related to Regional Express Rail, were included in the 50+ list of stations.

The 50+ locations were then analysed looking at strategic, economic, technical/operational and cost/revenue considerations (See the June 28, 2016 Board Meeting Regional Express Rail Report and New Stations Analysis Appendix for more information).

Initial Business Cases

Business Cases are one tool that Metrolinx and provincial decision-makers use to ensure major transportation infrastructure investments achieve the goals and objectives of The Big Move Regional Transportation Plan. This type of standardized project analysis is not meant to be a replacement tool for decision-making, but rather a point of reference for decision-makers, providing an informed view of the project and possible alternatives. Through Winter 2015-16 the set of 50+ stations underwent a further evaluation based on a set the key strategic/economic planning and financial/technical feasibility criteria. Nine criteria were used as key differentiators for station locations across the system, and the performance of each was evaluated to determine its suitability for additional examination through an Initial Business Case (IBC) analysis. Of the 50+ locations, 17 potential station locations (or clusters of comparative station sites) performed well or moderately well and proceeded to initial business case analysis.

The IBC represents a primary input into the evaluation and recommendation of New Stations. Final recommendation of station sites considers the four cases of the IBC in addition to Network Fit considerations, which addresses system-wide issues and impact on the performance of the rail corridor.

IBC results do not represent the final recommendations of the RER New Stations Evaluation process. IBC results inform the process summarized in the June 28, 2016 Board Meeting Regional Express Rail Report and New Stations Analysis Appendix and described in the RER New Stations Initial Business Cases Summary and Ranking Report below.
