J. Robert S. Prichard, President and CEO
J. Robert S. Prichard is President and Chief Executive Officer of Metrolinx. Metrolinx is the regional transportation authority for the Greater Toronto and Hamilton Area.
He is also past President and Chief Executive Officer of Torstar Corporation and President Emeritus of the University of Toronto where he previously served as dean of law and as a professor specializing in law and economics.
Mr. Prichard is a director of Bank of Montreal, Onex Corporation and George Weston Ltd. He also serves as Vice-Chair of Canada’s Science, Technology and Innovation Council, Chairman of the Visiting Committee of Harvard Law School, trustee of the Hospital for Sick Children, and a director of the Toronto Community Foundation.
Mr. Prichard studied honours economics at Swarthmore College, received his Masters of Business Administration degree from the University of Chicago and earned law degrees at the University of Toronto and Yale University. He is an Officer of the Order of Canada, a Member of the Order of Ontario and a Fellow of the Royal Society of Canada.

Gary McNeil, Executive Vice President, Metrolinx
Managing Director, GO Transit
Gary is Executive Vice President of Metrolinx, and Managing Director of its operating division, GO Transit. In this dual role, Gary is responsible for leading GO Transit and contributing to the overall leadership and strategic directions for Metrolinx.
Gary has over 35 years of experience in the transportation industry in both the public and private sectors. His management experience includes the planning, designing and construction of projects, such as the Toronto Transit Commission’s Sheppard Subway and Rapid Transit Expansion Program, the SkyTrain in Vancouver, British Columbia, and the planning and design of the Vancouver Rapid Bus service and Terminal 3 at Lester B. Pearson International Airport. He has also managed international assignments.
Gary is on the Executive Board of the Canadian Urban Transit Association (CUTA) as Vice Chair of the Technical Services, and is on the Board of Directors of the American Public Transportation Association. He also represents the Canadian transit system on the Policy Board of the International Association of Public Transport (UITP) and is a member of the Transit Cooperative Research Program Oversight and Project Selection Committee for the US Transportation Research Board.

Robert Siddall, Chief Financial Officer
Robert Siddall is Chief Financial Officer at Metrolinx.
Robert oversees the long-range and day-to-day fiscal and fiduciary obligations of the organization and works closely with the Metrolinx Executive Group on corporate direction, strategy and financing.
Prior to Metrolinx, Robert was Chief Financial Officer for Waterfront Toronto Corporation and previously held the position of Provincial Controller with the Province of Ontario. Robert has over thirty years of senior management experience, covering a wide range of strategic and financial functions in both private and public sectors.
Having already taken part in two major CICA research studies, including Costing of Government Services and three standard setting Task Forces, Robert is currently serving as Chair of the Task Force on Accounting for Financial Instruments.
Rob has a Bachelor of Commerce degree from the University of Toronto and is a Chartered Accountant.

John Brodhead, Vice President, Strategy & Communications
John Brodhead is Vice President of Strategy and Communications at Metrolinx.
John oversees internal and external communication functions, builds stakeholder support for Metrolinx initiatives, and liaises with government and community partners.
Prior to joining Metrolinx, John served as a Senior Policy Advisor for infrastructure, transportation and social policy in the office of Ontario Premier Dalton McGuinty.
During his time in the Premier’s Office, John led the policy development for the Ontario Government's $17.5 billion MoveOntario 2020 plan, which became the foundation for The Big Move transportation plan for the Greater Toronto and Hamilton Area. John led the changes to the Metrolinx Act, which merged GO Transit and Metrolinx into a single agency to deliver on The Big Move, build priority rapid transit projects and continue to deliver on the promise of excellent service to the region by operating division GO Transit.
During his time in the Premier’s Office, John initiated and led the policy development for the Ontario Government's Poverty Reduction Strategy, which included the first-ever legislated targets and indicators to reduce poverty in Canadian history.
John has a Bachelor of Arts degree in Political Studies from Queens University and a Masters degree in Political Science from the University of British Columbia.

Jack Collins, Vice President, Project Implementation
Jack Collins is Vice President, Project Implementation at Metrolinx.
Jack is devoted exclusively to the implementation of the first “Big Five” infrastructure investment priorities that include: Transit City’s Sheppard East, Finch West, Scarborough and Eglinton Crosstown light rail projects; York Region’s Viva bus rapidway program and any additional major infrastructure projects outside GO Transit that the Province may assign to Metrolinx. Jack successfully drives these projects forward – on time and on budget – with our municipal partners and the Province.
Jack brings 35 years of transit construction and program management experience to Metrolinx, with the past 28 years dedicated exclusively to implementing large transportation projects in the United States. Jack held the position of Chief Engineering and Construction Officer for the Santa Clara Valley Transportation Authority in California, where he was responsible for the successful completion of a $1.9 billion light rail transit expansion program, a $675 million highway improvement program, and the preliminary engineering phase of a $6.1 billion Bay Area Rapid Transit (BART) extension project to Silicon Valley.
Before joining Metrolinx, Jack was Vice President at Hatch Mott MacDonald, where he was based in California and consulted on rail projects for TriMet, Virginia Department of Railed Public Transit (DRPT), North County Transit District and the Toronto Transit Commission.
Jack has an Honours Bachelor of Arts degree in Management from St. Mary's College and a diploma in Environmental Engineering Technology from St. Lawrence College.

John Howe, Vice President, Investment Strategy & Project Evaluation
John Howe is Vice President, Investment Strategy and Project Evaluation, at Metrolinx.
John has been instrumental in the start-up phase of Metrolinx, including the implementation of the organization's first annual and five-year capital plans and project evaluation frameworks.
John’s current priorities include performing Benefits Case Analysis (BCA) evaluation work on the Metrolinx top 15 project priorities, and advancing the case for affordable, dedicated and sustainable revenue and financial tools to implement the $50 billion Metrolinx transportation plan.
John has 20 years of infrastructure policy and planning experience. John’s career has spanned a range of Ontario government ministries and agencies, including the Ministry of Public Infrastructure Renewal (PIR), Ontario Superbuild Corporation, Ontario Jobs and Investment Board (OJIB), and the Ministry of Transportation (MTO).
In his previous roles, John negotiated and implemented federal-provincial-municipal infrastructure funding agreements, led the creation of the Toronto Waterfront Revitalization Corporation, managed the provincial government's transportation capital budget portfolio, and supported the development of a 25-year economic prosperity plan for Ontario.
John was appointed to the Greater Toronto Marketing Alliance (GTMA) Board of Directors in 2010.
John has a Masters degree in Public Policy and Administration from Carleton University. In addition, he has completed the Queen's University Public Policy Executive and Niagara Institute Leadership Development Program.

Judy Knight, Vice President, Corporate Infrastructure for Metrolinx, GO Transit Division
Judy Knight is Vice President of Corporate Infrastructure at GO Transit, a division of Metrolinx.
As Vice President of Corporate Infrastructure, Judy oversees the construction of a broad spectrum of large scale projects that include: information technology, rail corridors, rail and bus facilities, parking and station infrastructure, and the revitalization of the Union Station rail corridor.
With 34 years experience with project design and construction within the transportation business, Judy has experience in both the public and private sectors and is responsible for developing partnerships with public and political agencies.
Prior to joining GO Transit, Judy was involved in the groundside design for Lester B. Pearson International Airport and advanced planning of the Los Angeles World Airport Expansion Project.
Actively involved in the project management of major projects, highlights from Judy’s portfolio include Groundside Design for Lester B. Pearson Airport; Program Director for GO’s rail corridor expansion project, and advanced planning of the Los Angeles World Airport Expansion Project.
Judy holds a Bachelor of Science degree in Civil Engineering from the University of Alberta.

Mary Martin, General Counsel and Corporate Secretary
Mary Martin is General Counsel and Corporate Secretary at Metrolinx.
Prior to joining Metrolinx, Mary was senior counsel at the Ministry of Finance and the Ministry of Public Infrastructure Renewal.
She has 20 years as a corporate commercial lawyer in the private sector, including 14 years as a partner in the national law firm, Gowlings.
Mary’s public sector experience includes acting as lead provincial counsel on complex, high-profile commercial transactions. Her responsibilities included provincial legal oversight of a transaction generating over $5 Billion of net proceeds for the province. Her role also involved several provincial/agency matters relating to two key Ontario agencies and included Alternative Financing and Procurement work.
Mary is a graduate of the University of Toronto law school and was called to the Ontario Bar in 1982.

Greg Percy, Vice President, Operations for Metrolinx, GO Transit Division
Greg Percy is Vice President, Operations at GO Transit, a division of Metrolinx.
In his current role, Greg oversees 900 full-time and 700 contract staff in the operation of GO’s trains and buses. Each day, his staff deliver approximately 200 train trips and 2,200 bus trips. His goal is to accelerate performance around the needs of the customer, and to fulfill the supported targets set out in GO’s 2020 Plan.
In 1999, Greg joined GO Transit as Director, Rail Services. In this role, Greg led strategic negotiations with the City of Toronto to purchase the Union Station train shed and rail corridor; and negotiated with CN to purchase the Stouffville and Barrie rail corridors. Greg played a key role in negotiating the Canada Strategic Infrastructure Fund which saw the Province of Ontario and Federal Government launching a $1 billion rail infrastructure improvement and expansion program for GO Transit.
In 2006, Greg moved to Giffels Associates Limited, a provider of engineering and architectural consulting services. He was Vice President, Transit, and subsequently Vice President, Operations.
Greg has an Honours Bachelor of Science degree from the University of Ottawa, and a Masters of Business Administration from Queen’s University.

Mary Proc, Vice President, Customer Service and Human Resources for Metrolinx
Mary Proc is Vice President, Customer Service and Human Resources at Metrolinx.
Mary has overall strategic responsibility for the development of a strong workplace culture that supports customer service and innovation. To achieve this, she is responsible for almost 600 staff who provide the following services: Customer Care, Human Resources, GO Transit Station Services (including Union Station), GO Transit Safety and Security, and GO Transit Prosecution and Compliance Services.
Prior to joining GO Transit, Mary was a Senior Director at CIBC in three diverse portfolios. She led 250 employees in a new contact centre meeting the service needs of CIBC’s commercial and large corporate clients. She took this contact centre from start-up to steady-state, achieving key customer satisfaction targets along the way. She then led the Toronto and Montreal sites of CIBC Retail Telephone Banking, where she was responsible for 400 employees, and exceeded sales and employee satisfaction targets three years in a row.
Mary led the operations of the Toronto Reservations Centre of Canadian Airlines, served as Assistant Deputy Minister, Operations, in the Province of Ontario Cabinet Office, and as Assistant Deputy Minister, Corporate Services, at the Ontario Ministry of Transportation.
Mary is also a Director for the Toronto Railway Club for 2010.

Leslie Woo, Vice President, Policy and Planning
Leslie Woo is Vice President of Policy and Planning at Metrolinx.
Leslie oversees Metrolinx’s strategic policy, transportation planning and development, GO service planning, corporate innovation and programme delivery for Smart Commute and the Transit Partnerships Initiative.
Leslie is the key author of Metrolinx’s multi-modal regional transportation twenty-five year plan - entitled The Big Move – the current blueprint for transforming transportation in the Greater Toronto and Hamilton Area. She leads the team responsible for the plan implementation with specific focus on systems planning, mobility hub, station and corridor planning and development.
Leslie was also a key author of The Big Move’s companion piece, the Greater Golden Horseshoe Growth Plan, while also serving as Executive Lead and Director of Growth Policy, Planning & Analysis at the Ontario Growth Secretariat between 2001 and 2006.
Prior to joining Metrolinx, Leslie was the Director of the Strategic Policy and Initiatives branch in the Ontario Ministry of Training, Colleges and Universities. She also served as Director for Design and Planning for the Toronto 2008 Olympic Bid, and held senior positions with the Waterfront Regeneration Trust, the Province of Ontario and the City of Toronto in roles both with the bureaucracy and political offices.
Leslie is a director of the YMCA – GTA, a member of the American Planning Association and the TAC Urban Transportation Council.
Leslie has a Bachelor of Environmental Studies degree and a Bachelor of Architecture degree from the University of Waterloo.
