Freedom of Information (FOI) Requests During COVID-19

To ensure FOI requests are received and responded to in a timely manner during COVID-19, please submit requests by email at FOI@metrolinx.com. Where possible, application fees and processing fees should continue to be paid by mail, using social distancing practices. If you are unable to pay fees by mail during this time, please contact FOI@metrolinx.com or call (416) 202-7382 for assistance. No requests or fees will be accepted in person.

Freedom of Information (FOI) Requests

Under the Freedom of Information and Protection of Privacy Act (FIPPA), members of the public have a right to ask certain public-sector organizations in Ontario for information they hold. Freedom of Information (FOI) requests are formal requests for records from Metrolinx.

How to Make a Request

Step 1: FOI requests must be submitted in writing. Please complete the Access to Information Request Form or prepare a written letter or email. Provide as much detail as possible in your request. This helps staff locate the records you are looking for.

Step 2: Submit your written request. This may be done through email by sending your request to FOI@metrolinx.com. You may also submit your request by mail or in person using the following address:

*To deliver your request in person, please visit the 4th Floor Mail Room. Government issued photo ID will be required to access the building. Mailroom hours are 8:00am-12:00pm and 1pm-4:00pm, Monday to Friday (excluding statutory holidays).

Step 3: A mandatory $5.00 application fee must accompany all FOI requests. This fee must be paid before we begin processing your request for records. You may pay this fee by mailing a cheque (made out to “Metrolinx”) or money order to the address above.

You may also deliver cash in person to the address above. If paying cash in person, please bring exact change in an envelope addressed to the “Freedom of Information Office” and include your name and contact information. The Mail Room cannot make change.

Processing Time

You will get a written response from Metrolinx to confirm that your request has been received. Metrolinx is required to respond to FOI requests within 30 calendar days, except in specific circumstances where your request involves an extensive search or a large volume of records, or where consultations outside of Metrolinx are required. You will be notified in writing if a time extension is required.

Processing Fees

Additional fees may apply to process a request. The processing fees depend on the nature of the request, including:

  • the type of information you requested (i.e: general records or personal information)
  • the format you wish to receive the information
  • the total costs incurred by the organization to locate and prepare the records

You will receive a fee estimate if your processing fees will be more than $25.00. When processing fees are over $100.00, a deposit may be required.

Appealing an Access Decision

You have the right to appeal any decision about access to records made by Metrolinx. You may file an appeal with the Office of the Information and Privacy Commissioner of Ontario within 30 calendar days of receiving Metrolinx’s access decision.
