Metrolinx has retained an expert review panel composed of independent, objective experts with experience in the fields of transportation and planning to review the Green Papers, White Papers,
Draft Regional Transportation Plan (RTP), the Final RTP and the Investment Strategy (IS) in accordance with the specific mandate identified by Metrolinx. The mandate includes confirmation of the accuracy, completeness and ease of implementation of conclusions and recommendations in these papers and reports. This may include additional technical review and advice determined by Metrolinx.
The members were selected because of:
- their varied expertise in the fields of municipal finance, transportation, planning, engineering and modelling;
- the high level of respect they have earned in their various fields; and,
- their objective and independent views.
The Multi-disciplinary Expert Review Panel (MERP) will be asked to provide advice to Metrolinx on the development of the RTP
and IS, focusing on:
- the quality of the overall analysis;
- the logical and objective progression from assumptions to analysis to conclusion;
- the quality and integration of the overall plan and its recommended actions;
- the accuracy and completeness of all discussion papers and the
Draft RTP;
- the technical review of the use of modelling (data inputs, assumptions, interpretation of model results); and,
- additional review and advice as required by the Board.
The participation of the Multi-disciplinary Expert Review Panel (MERP) is not only expected to facilitate a thorough process but will also benefit the overall quality of the RTP and the IS, ensuring a strategic and integrated set of recommendations.
