Real-time tolling — San
Diego, California
Launched in 1998,
the FasTrak program on Interstate 15 in San Diego lets solo drivers pay a fee to
use carpool lanes. The real-time tolling system uses value pricing, adjusting
the price of a trip depending on actual HOV lane volumes. This HOV/toll
(HOT) lane approach reduces rush hour demand on the road network, encourages
carpooling, and provides revenue to improve transit service in San Diego.
FasTrak serves an average of 15,600 vehicles each weekday — including 11,600
carpools — and has raised $7 million to fund express bus services in the
corridor.

Metrolinx has retained an expert review panel composed of independent, objective experts with experience in the fields of transportation and planning to review the Green papers, White papers, draft Regional Transportation Plan (RTP) and final Regional Transportation Plan (RTP) in accordance with the specific mandate identified by Metrolinx. The mandate includes confirmation of the accuracy, completeness and implementability of conclusions and recommendations in these papers and reports and may include additional technical review and advice determined by Metrolinx.
The members were selected because of their:
- Varied expertise in the fields of municipal finance, transportation, planning, engineering and modelling;
- The high level of respect they have earned in their various fields; and,
- Their objective and independent views.
The Multi-disciplinary Expert Review Panel (MERP) will be asked to provide advice to Metrolinx on the development of the Regional Transportation Plan (RTP) focussing on:
- the quality of the overall analysis;
- the logical and objective progression from assumptions to analysis to conclusion;
- the quality and integration of the overall plan and its recommended actions;
- the accuracy and completeness of all discussion papers and draft Regional Transportation Plan (RTP);
- the technical review of the use of modelling (data inputs, assumptions, interpretation of model results); and,
- additional review and advice as required by the Board.
The participation of the Multi-disciplinary Expert Review Panel (MERP) is not only expected to facilitate a thorough process but will also benefit the overall quality of the Regional Transportation Plan (RTP), ensuring a strategic and integrated set of recommendations.
